okay I am sure you want free or cheap right like most of us.use Luna pic online and use the blur tool just as you would in photoshop, but its free and its online so its accessible to all. Visit http://www67.lunapic.com/editor/? for lunapic and go from there.

Or

You can use microsoft Paint. There is an airbrush and eraser utility that you can play with. It may not give you the blurred look that you are going for, but maybe you could put in a blendable color and work with it.

OR!

upload the picture on photobucket then edit it and you can blur the image

Photoshop for still images and AfterEffects for movies. Those are industry standard and there are a billion tutorials for both on simple blur effects. The cost is totally justified by the output. (or find a good torrent site!)

If you are on Facebook, you can try a simple program called Picnik. A simple photoshop-style tool that allows you to easily alter shots.

You can use the Blur function in GIMP or any other 1/2 decent photo editing package.
