What will allow VPN to allow for this download? Why VPN?

VPN's often have a feature that allows you to have your internet communications router through the endpoint where your VPN comes out. Hence your GeoIP data would reference to that location... think of it as an adhoc proxy. Which I should have mentioned as well. A proxy like Hotspot VPN will allow you to do stuff like this these are often used for wireless communicationions whien your on a LAN you don't trust.
