Can you clarify your question please?
Do you want to crop an image and then rotate it? Or do you want to copy an image into another image and then rotate it? What is the signifgance of not working in layers?
If I am understanding your final goal correctly, I recommend Corel's PhotoImpact.
With more information I could be more helpful.

Mahalo is adding a tip to all questions that don't offer a tip.
Does anyone know of an image editing program that lets you crop and then paste left,right,up or down without using layers.
Arcsoft had a program that would do this 8 or 10 years ago. No one seems to have this simple procedure in newer editing software. Sorry no tip money, new to Mahlo.

I use GIMP which is an open source and free software. It has 90% of the functionality you can find in Photoshop but in many ways far more intuitive and simpler to use. You can download it for free at: http://www.gimp.org/
