Can I log file access on my mac. I know windows has a file audit feature build in from XP s I can log when people view files. Can OSX do??

Yes, OS X has that feature.. You can easily access those logs...

Here's how :"
Console, which you’ll find in the Applications -> Utilities folder, is one such tool. Console is a front-end for all the various log files created by both OS X itself and the programs you use with the system. Depending on how the program (or portion of the system) was developed, log entries can be generated for everything from the routine (Disk Utility reporting on a CD-R burn) to the far from routine (CrashReporter entries are generated whenever a program unexpectedly quits).

Thanks for the help. I'm actually looking for a feature that logs the event when a user accesses a file or folder.

eg. logs an entry like:

"7/2/2009 | User: blahdeblah | View file /Users/bruce/Documents/private_numbers.txt"

I had a look in the Console app but can't seem to see a log file that captures this sort of info by default.

Yes you can. You can find it from the utilities folder .
