It's not open source, but there is an API for programming and a free option:

http://www.freshbooks.com/tour.php

Freshbooks is very good at tracking employee hours, invoices, productivity etc.

If this is for any sort of large scale development, give the guys there a call. Their API is outstanding, the downloadable apps are top shelf and the software is mature.

They're quite friendly. They're Canadian (here in Toronto) and if we're not helpful we get kicked out of the country.
