Why does Great Britain descend into fascism in sci-fi ,as if it were waiting for an excuse. Why is this fear prevalent in British sci-fi?

It's probably stems from George Orwell's novel 1984. Since the book was set in the UK and it became famous, a trend was set of having the UK being under the control of a fascist govt. in science fiction.
