The only specifics I could find were that Argentina and Uruguay celebrate Friends Day on this date.The USA and India celebrate Friends Day on the first Sunday of August. I found no list of the other countries and when or if they celebrate one or the other or some other time. The USA one is older, dating from 1935, but is little known. The Argentine one is recent but popular there.
Apparently there are also two rival "Best Friends Day"s. In contrast, I was only able to find a single reference to an "Enemies Day" and that was somewhat suspect, being April 1.
