It's an interesting tactic based on the 10th amendment. I find it analogous to the medical marijuana laws that have been passed in several states, where medical marijuana clinics/clubs are allowed within the state despite federal laws against the drug. That seems to be just fine until the federal government comes into shut them down.
I imagine it's going to be profitable for the firearms manufacturers within Montana, and relatively harmless. However, the ones that will gain the most will be lawyers, as it's certain to cause legal conflict with federal authorities or another state should the required "Made in Montana" stamp be found within their borders.

What do you think of Montana passing the new firearms law?
The law states that firearm, ammunition and accessories manufactured and sole within the state are not subject to federal firearms laws.
