Was the theocratic government of kings and emperor kings in MesoAmerica better than the modern constitutional form of government?

Compare and contrast the rule by kings and one central emperor kings verses the constitutional forms of government that have resulted in dictators.

The Kings system did have taxation. Herdan Cortez recognized and aligned with kingdoms unhappy with Motecucuma's 50 percent tax.

The era of dictators in Central America emerged as constitutional forms of government lost power. Dictators impoverished the people, stealing from the poor, and enslaving large the masses.

The Kings of MesoAmerica often were at war. However, the reign of Kings until 18 Rabbit demonstrated that their kingdoms were reasonably strong and stable.

The theocratic emperor King seems to unit all the other kings into one federation or union.

What went wrong with the Constitutional forms of government in Central America? Government leaders promised individual rights, due process of the law, property rights, and fair trails; but failed to deliver. Why?
