Tipping is a funny concept. On one side people work in a profession with huge tips and are dependant on them to pay bills and live, on the other side the corporation that hired them should pay them an adequate wage, or else they should find a job that pays them properly. In different countries, it's actually insulting to tip because you're saing that person can't find a job that pays enough.
I work in a tipping environment, and although I get upset when I don't receive a tip, understand when people either
1) Don't know the proper etiquette for tipping or
2) Feel their service was inadequate to give a tip.
You have to become understanding, or every person who doesn't tip will drive you that much closer to the edge.
A few opinions I've found online suggest that tipping should be done regardless of service, since you still tip a server who brings you bad / improperly cooked food. It's also worth considering that coming to your home, he knew it was lost luggage, frequently gets harassed further about the airports incompetence, and trying to be friendly put the best possible face he could on your disservice.

It is not his fault that your bags got lost. If he is nice and you have money to give him a tip, please do so. In addition to that, he went to deliver your bags first thing in the morning. He could have gone to another passenger's house first.

The airline lost your luggage and you return home without it. Several phone calls and headaches later they promise to get it to you as soon as possible.
It is delivered bright and early the next morning by polite and apologetic young man whose job it is to deliver wayward luggage.

Reason why you should give him a tip: It is not his fault that your bags got lost. If he is nice and you have money to give him a tip, please do so. In addition to that, he went to deliver your bags first thing in the morning. He could have gone to another passenger's house first.

Hey, I had to pay $5 for the airline to check my bag in why should I pay anothter $5 to get it back?
Etiquette is not required however, if you feel too strongly wronged by the situation than it's entirely your right not to tip.
One possible way to ease your side of the problem is to call the airlines and ask for a refund for the $5 bag-check fee? Doesn't help a lot, but maybe a bit..
