I doubt that a simple question and answer on Mahalo can end this debate. I'm afraid this is one debate that will go on for generations. :)

But I will go with Picard. Here are some of the reasons...
1) Kirk can be rather irritating in his praises of the wonders of human beings. Did Spock really appreciate the funeral eulogy in which Kirk said that of all the souls he'd encountered on his travels, Spock's was "the most human"? Kirk is too gung-ho and human-centric, Picard has a fine appreciation of other species as well as humanity.
2) We got a lot more of Picard. There were so many episodes that he's like an old friend. Hard luck Captain Kirk, they cancelled your series too soon.
3) Although Kirk gets to kiss a woman every other episode, Picard has the best girlfriend. Vash. What more need one say?
4) I'm not entirely convinced that inter-planetary disputes can be so easily solved with fisticuffs. I prefer Captain Picard's thoughtful approach.
5) Picard is the richer character, Kirk is a bit more one-dimensional. We get to see many sides of Picard through episodes like the The Inner Light. It's not Captain Kirk's fault, but his storylines weren't so varied, and he didn't get to show us the same range and depths of feeling.

Prizefight: Kirk vs Picard
I want this debate to end, who is the superior Star Trek captain: James Tiberius Kirk or Jean-Luc Picard.

Kirk or Picard? Easy one if your talking about a UFC match, Kirk hands down. He's fought everyone from Spock to the god Apollo and won, granted not always fairly but he won. Kirk didn't exactly follow the rules when it came to planets either, I believe he killed to computers that were controlling their planets in habitants, regardless of what the people wanted. He also kicked his own ass in The Undiscovered Country, when he fought a shapeshifter that looked like him. In a piece of the action he used the enterprises firepower to extort the planet. Picard played by the rules and followed the prime directive to the T. Can't beat Kirk by playing fair, he'll win no matter what the cost. Just look at the Kobiashi Maru simulation, he's the only one to ever win and how did he do it he cheated. Kirk wins after poking Picard in the eye and suckering him with a folding chair.

As the first, prototypical Star Trek captain, Kirk established the primary measure of the Star Trek captain's worth: attractiveness to women. But as a woman, I have to say that Kirk = bleh. On the other hand, I would jump Picard's fictitious bones faster than you can say, "Tea. Earl Grey. Hot." Therefore Picard wins. QED. =P
