This is a common situation across the Western world. Some would argue the world has enough people already! but here are some methods to overcome declining population:
1) Offer state benefit payments for new births
2) Offer incentives for foreign nationals of childbearing age to move into Germany
3) Change legislation on abortion (lower the age where abortions can be made) or make abortions illegal (N.B. This could be construed as a human right issue and be an unpopular measure)
4) Promote the problem to German nationals of childbearing age and try to encourage them to have more children
5) Encourage German nationals to adopt foreign children
