I think there is too much urban sprawl but it happens because people are always trying to find a cheaper way to live. Typically, rents and mortgages are lower and is very attractive to people struggling in the bigger cities.

The only thing that can stop it are extremely strict government guidelines and codes which would make it massively difficult to build. Probably would never happen however because more people equal more revenue for the city in question.
