No, of course not. There is no possible way for anyone to know that, unless you've gone to them all. To rate it would be very unfair unless you spend quite a lot of time going to libraries.
Plus, "best" means something different to everyone, so what might be best to you, is not the best to someone else, so to me, that would mean there is no "best".

Compare the libraries you know. This is a subjective question, not an objective one. I heard people that visit Oregon libraries are amazed.
