Probably not, given that the sinaloa mafia (proper name Sinaloa Cartel) covers a lot more territory than the state of Sinaloa.
Specifically, it operates in Baja California, Sinaloa, Durango, Sonora and Chihuahua, so it could at the very least be someone from any of those territories, if not someone powerfull from, say for example, Mexico City to move in and take over.
Mexicans loosly identify themselves as pure Spanish (3%), indigenous native (40%), and everyone else somewhere inbetween, so they don't have the same line-drawing issues of culture and origin the way Italians and Sicilians sometimes have for each other.
