Netherlands was naturally the first country to adopt legal same-sex marriage, that was back in 2001. This CBS article explains most countries attitudes towards gay marraige, but is a tad outdated.

Belgium approved it in 2003

In Canada it's called the "Civil Marriage Act" it includes language that allows churches the right to not perform same-sex marriages. And it was Federally adopted in 2005.
