The pens are given away as gifts to people who were influential in getting the particular bill passed. The best reference I could find was this article about Obama struggling to use several pens to sign each bill. I've heard it many times, though.

Anybody Have Any Idea What Happens To The US Presidents Pen After He Is Through With Signing Bills?
Did you notice President Barack Obama's Pen When he was signing the Executive orders to free people from Gitmo, It had his signature engraved on it and the presidential seal.I have been informed that the presidents usually use them once and dispose of them.
My question basically is this, where do they go to after that?I have a friend who has worked in Kenya for the last decade and he would love to get hold of them and auction them to raise money for an AIDS Charity operating out Kenya and Juba in South Sudan.
