why does the president use so many pens to sign a document?
I was watching the news and President Obama was signing a document. To his left was a row of about 15 ink pens. As he grabbed a pen it looked as if he initialed or jotted something down and he repeated this until he reached the end. Why so many pens?

This may sound weird, but: If it's a major bill, everyone wants souvenirs. (Especially if it's a popular President.) What better souvenir than:

These pens are a great honor to receive if you have been involved in the creation of the bill.
So he can give them away as souveniers to the VIP's present at the signing.
