why cant this world declare a war on genocide?

In my opinion, the reason is simple: Politicians worry too much about the amount of votes they are not going to get, if they decide to declare a war on genocide.

Both the UN and the US did not assess the situation as genocide probably because this would need some sort of emergency intervention, even as the Red Cross claimed that the rate of killing is alarmingly extraordinary.
