We could stop the export of refined petroleum products to Iran, it may well be an oil rich country but it cannot currently produce enough refined products to sustain itself. We could also stop foreign companies investing in Iran, especially in its natural gas resources.
Of course alot depends on getting unilateral agreement. Just this month Chinese state companies began supplying petrol to Iran, and this already accounts for one third of Irans petrol imports. And then there is Venezuela which has also just signed a contract to start supplying petrol from October.
