The Prime Minister of Japan, after being appointed by the Emperor from the Japanese legislature (called the Diet), has the following responsibilities:
* Heads the Japanese Cabinet, appointing and dismissing its Ministers
* Acts as a go-between for the Diet and the Cabinet
* Supervises and heads the executive branch
* Can bring legal action against the Cabinet
* Signs bills into law
* Presides over Cabinet meetings
* Commander-in-chief of the Japanese military
* Makes global reports to the Diet and must answer any questions of theirs
So basically, he answers to the Diet, and controls the Cabinet.
He does not answer to the Emperor in any way, since the Emperor has absolutely no role in the government, short of the P.M. appointment (which by the way, is at the Diet's strong urging and wishes--so is mainly a ceremonial appointment which the Emperor doesn't really choose anyway).
