Of course he is.
Pharaoh Djoser is the the first pharaoh to ask for a pyramid to be built in Saqqara (I believe it is for his tomb, but I don't really knows the details though).
The pharaoh after him then follow his footstep to build more pyramid in the Egyptian land.

What religious or cultural practices started by Dsojer were adopted by other Pharaohs throughout Egyptian History?
1) Build the first painted limestone life-sized Egyptian statue of himself.

2) Building a new different type of tomb (mastaba).

The resulting building is the Step Pyramid, the first of the many pyramid tombs which succeeded it. Thus the mastaba is the first step towards the more famous Pyramids."

3) Rebuilt the temple of Khnum on the island of Elephantine
4) Built building entirely of stone, the innovative structure was a departure from the traditional use of mud bricks along with stone.
5) Surrounding the Step Pyramid were a large number of limestone buildings intended to represent shrines used for royal rituals.
6) Djoser was the first king to reside exclusively at Memphis, thereby helping to make it the political and cultural centre of Old Kingdom Egypt.
