No. That would also depend upon the city. As always, there is no generic process.

Hypothetically, suppose, the city is Mesa, Az.

In the case of Mesa, Arizona, the Police Chief is not accountable to the Mayor unless Arizona declares martial law. During normal times the Mayor presides over the City Council and has mainly ceremonial duties. The Police Chief, and all other city officers, are not hired, fired, or accountable to the Mayor or City Council.

As Albanian said, it depends on the size of the city.
Typically, the answer is yes. The Chief is accountable to the mayor.
The Mayor appoints him as Chief if the City Council approves (again... depends on the city).
Mayors can also fire the Chief of Police as you can see from this story

Mayor cannot just pick an officer. They do need to take an exam, but ultimately, the city is responsible for filling this position.

It's not just the size but the country, state, and even individual city. There are all sorts of variations for the city chief executive and the chief of the law enforcement department(s).
