Yes and NO.
Both were under British rule at some point but Singapore managed to get out in the 50's where as Hong Kong's lease expired in 1997.
That being said, Singapore was under British rule from 1819 through 1956 ... more then one hundred years (137 to be exact), and achieved full independence in 1963.
Hong Kong and other parts of China were under British rule from 1842 through 1997. 155 years total.
However, Singapore was freed much before Hong Kong/China and thus YES it is FREER.

What reasons do you think that Hong Kong ranks higher in freedom than Singapore? Or does it?
