Instead of "can't tell a lie" if you say, "chooses to be honest" I'd say yes. There are many people I know that have always chosen to be honest no matter the cost. I'm honest if asked to be.
However, don't confuse inappropriate blurtings as "honesty". Unless you have a mental condition that prevents you from having proper restraint, not everything a person knows to be true (or feels is true) need be said aloud.
A wise person knows the difference. An honest person who is wise knows when keeping silent is a lie too and will find a way to communicate the truth as accurately as possible.
It also takes a gentle heart to know how to tell the truth so that it isn't too vague yet doesn't trod over others feelings in how it is communicated.
Stating facts as you understand them (without blame, judgement or ridicule) is enough to make an honest person out of anyone without causing offense.
And it doesn't take the fear of a mythical place of eternal punishment for a person to believe that honesty is the best policy.
But if you specifically mean "JUST like in the movie liar liar", in real life that's a mental condition that causes the person suffering from it to "blurt" and is not (in my opinion) a healthy lifestyle worth emulating.

I don't believe that there are people who don't tell a single lie. Imagine if one claimed to never lie and has a child, and the child asks, "Daddy, where are you going?" And the so truthful father answers him, "I'm going to have sex (I don't know if that's allowed on this site) with your mother."
