Stalin had those people killed to secure his power base. It actually hurt them badly when he pured his military of good officers.

Price fixing become a forced doctrine. Governments that price fix create resource scarcity. The doctrine seems to be generous allowing the poor to buy, but messes up the demand/supply curve and transfers the burden to the rich to provide and everyone becomes poor. Government price fixing messes up production.
