Israel has stated that it would never attack Iran with the goal of the Iranian people themselves being the target, nor of their government being the specific target.

It has, however, reserved the right to make tactical strikes against facilities that it thinks might be a threat, or that might be building threats (aka uranium enrichment facilities or breeder reators).
