Did Dsojer unite Upper and Lower Nile during the famine by providing grain?

Djoser did not unite Upper and Lower Nile. "Djoser reign roughly in the period ca 2635 to 2610 BC". While the Upper and Lower nile were united in 3000 BC.
Menes was the Egyptian king credited for unifying the Upper and Lower Nile.

The two kingdoms of Upper and Lower Egypt were united c. 3000 BCE, but each maintained its own regalia. Thus, the pharaohs were known as the rulers of the Two Kingdoms (alternatively: Two Lands), and wore the pschent, a double crown, each half representing sovereignty of one of the kingdoms.

Ancient Egyptian legend credits a pharaoh by this name with uniting Upper and Lower Egypt into in a single, centralized monarchy.3 However, his name does not appear on extant pieces of the Royal Annals (Cairo Stone and Palermo Stone), which is a now-fragmentary king's list that was carved onto a stela sometime during the Fifth dynasty.

Did the grain silos around the Step Pyramid of Dsojer provide grain during the famine for the upper and lower Nile?
Of course the grain silos would have provided grain for both Upper and Lower Nile. It is stated that Joseph of the Bible and Imhotep are the one and same person. Joseph(Imhotem) knew about the famine so like any knowledge person who have insight would have built the silos to accommodate the grain to see the Kingdom through the famine.

Did Dsojer provide contracts and transactions between business partners from the upper and lower Nile?
I cannot say he did or did not. He was the pharaoh and probably he would equally given the people of Lower and Upper Egypt grain. If he was bias and had given contracts to his partners they probably would have tried to get rich off the people. He was famous in his time and afterwards this could not have been achieved if he had favored certain people more than others

----quote----
Ptolemy V Epiphanes was no doubt actually referring to himself in the guise of Djoser, having to struggle with the effects of a famine. Regardless of whether there was a famine in Djoser's time, this stele is evidence of Djoser's continuing fame throughout Egypt's dynastic period. Also important is the fact that Ptolemy V Epiphanes was making an attempt to identify himself with Djoser, who Egyptians saw as an idea king and the founder of the Memphite dynasty. Later kings would imitate much about Djoser, and generally regard him as a king they wished to be associated with.

Imhotep is said to have administered the contracts and transactions between Dsojer and Upper and Lower Nile. A free market seems to have existed allow free trade and business between both the Upper and Lower Nile.

I think your referencing the unification of the Upper and Lower kingdoms through political and military force. However, commerce unification seems to have existed before political unification.
