Almost all programs that the government creates are referred to as a specific type of project, it it not directly related to neighborhoods or houses. Public Housing was referred to as "government housing project" or "urban renewal project" and so these buildings became known as "the projects", it is a slang term that has no logical connection to housing per se, but rather an connection to things that the government pays for.

"Projects" in this context is short for "housing projects." This is a term used in the United States to refer to government funded housing for low-income families, which literally began as government "housing projects."

Still not clear why public housing is termed a "project."

I have found some info about public housin. When make-shift tent communities started popping up during the Great Depression the government realized they had to act. Public housing in its earliest decades was usually much more working-class and middle-class. The purpose of public housing was to ease the concerns of a health-conscious public by eliminating or altering neighborhoods commonly considered dangerous.

How is that not clear? It stemmed from the term "government housing project." Just as there are government defense projects, education projects, etc.
