When there is a large privately sponsored event, held in public, who pays for security for the area?

The city, state or federal government? The people who sponsor the event? What various ways does this work?

I can't find a clear answer to this question. Usually for the privately sponsored event, there will be some security people appointed by the party. It is the responsibility of the city to keep its people safe. So the city will put more police to the event too.
