I would make sure that nobody gets close to the horse to keep it safe... and them safe. And then I'd try to slowly walk up to the horse and try to urge it out of the bar. Then I'd contact the owners and let them know their horse ran into your bar.

first priority is to not spook the animal. it will be difficult for me to get everyone's attention before they panic without raising my voice or doing anything that may cause the horse to panic. I must then get the people out of the bar and ask someone to call the cops (it is important to ask a single person as apposed to "someone in the group" this is to prevent the "someone else will do it" mind set) then ask another person to call the cops (just in case the first person does not). once everyone is out side I will try to keep the horse inside until animal control arrives.
