How is the Stimulus package going to affect small businesses?

The Stimulus package is going to add even more layers of beaurocracy on already paperwork burdened small businesses. They say they will give small businesses stimulus money but there will be so many hoops to jump through it will hardly seem worth it.

Prior to the stimulus package there were Economic Development funds available to small business and the SBA had grants for small business to get them started but in both cases the business men and women that I knew that applied for these funds spent over $2000 dollars in wages to employees in order to get $1000. It does not make any sense.

The Stimulus package will only add more layers of complication to the process.

The best thing the government could do for small businesses is to give them one form to fill out with employee information and wages paid and be done with it - as a small business owner I had so many different forms to fill out every quarter there was no possible way I could do it on my own - I had to pay professional accountants and even still on occassion we would get a notice that there was some missing form. And even when we filled out all of the appropriate forms there were 20 different addresses that they all had to go to.

This does not stimulate me to want to open up a small business again.

I'm marking this unhelpful, not because I disagree with the politics, but because the answer appears to be entirely an unsupported opinion. Is there any evidence that the paperwork burden on small business will increase because of the stimulus package? How would that occur? If you could support this, I would remove my "unhelpful" selection.
