The Mahalo page on Singapore Restaurants is a great place to begin the search.

A popular recommendation from just about every resource linked on the page (which includes Frommer's, Fodor's, the NYT and Lonely Planet) is Doc Cheng's, a place known for rich, decadent dishes called "restorative foods."

I think this place, Our Village, also sounds good. The reviewer implies that the food is so tasty and uplifting, the secret ingredient might be opium! Sounds like a ringing endorsement to me!

Finally, I checked out a "New York Times" travel piece that implies you should definitely try out a spicy noodle soup called "laksa" at the Sungie Road Laksa restuarant:

Kind of wish I hadn't answered this question, because all of this food sounds delicious and I'm stuck here in Southern California.

I was in Singapore about 2 years ago, and I still remember the restaurant reviewed in the source. It was great, the atmosphere was very nice too. Tell your friend to have a good time in Singapore. It was too balmy for my tastes.

Food stalls in Chinatown and Little India are reasonably priced and good. Food stalls are organized into Hawker Centers, the most popular being Newton Hawker center (near Newton train station) and Maxwell Road Food Center in Chinatown (on, you guessed it, Maxwell Road). Doc Cheng’s restaurant is an expensive, but good, fusion restaurant near Raffles Hotel. Visiting chefs offer their own creations, meaning the menu is not static. This is one of the coolest places to dine in Singapore.
