I am not sure about surfboards, but I know most Ski resorts host promotional days where manufactures big and small can come, set up a demo tent and show off your gear to the patrons most likely to buy your gear.

Call the ski hills in and out of your area and find the best demo day, rub shoulders with the big guys like Burton, Salomon and others, bring your business card and network.

I am sure surf and skate companies have the same type of demo-rodeos, it's probably the greatest way to make contacts for your growing business.

If you haven't already, identify and research the surfboard/surfing companies you are interested in approaching. Look at their websites to see what types of products they feature. Then, find the link for "About our Company" and/or "Contact Us". Although it is unlikely you will find the direct contact name or phone number for the Business Development or Marketing person, you will probably find the corporate phone number. Next, put together a brief but professional proposal highlights the features of your product and several different levels of investment. This should be ready before you approach with your target so you will be able to send them information immediately after contact.

Once all your materials are prepared, simply use the corporate phone number you have already found, call the company and ask who would be the appropriate person to speak with. Most likely, you will be directed to an assistant but make your pitch and immediately follow it up by sending your proposal. Another option would be to search LinkedIn.com using the name of your target company and see if you can find they name of someone who might be able to help you. If you don't have any connections to that person, try to contact them through LinkedIn or now that you have a name, call the main corporate number and ask to speak with them.
