When watering your garden, and how much to water depends on the type of plants, it varies from plant to plant. For example a cactus in the desert needs to take a drink of water once a month or less, a Water Lilly is in water all the time, they grow IN water, pretty much though, plants usually fall in between these examples.
For most plants the answer is water them when you notice that the top of the soil is drying out. One thing to remember is to keep your soil moist, not wet not dry.
You should give your garden at least an inch of water a week, this includes rain water. If you over water it will wash all the nutrients and minerals from the soil. You can spend a lot of money on fertilizer, and then wash it quickly through the soil with little benefit to the plant. This is especially true with liquid fertilizers.
