First reason is maybe the girl's shy. Not all girls have the confidence of giving a guy her number. Maybe she's waiting for you to get it yourself. But since you didn't ask for it, she thinks that you're not interested after all. She could also forgot about giving it to you...

As a matter of fact I called a girl I had previously dated about 5 years later who's number I had gotten from a mutual friend , just to hook up with her.

The most important thing is to check if she is attracted to you first. If she doesn't like you then calling her unexpectedly is going to make things worse.
