Using private questions in place of private messages also devalues points intended for answering real questions by granting them for responding to messages and then rating them.
Furthermore there is a strong emphasis here on community and ability to communicate with that community seems only logical to me. This is also why I think the friends list should have additional features like the spy but filtered by friends/fans and twitter subscriptions to only friends' questions.
