M$Oh, this question is good. Say they make a rule that a couple can only have up to 3 children. In the U.S. it would be capable. But what if they threw in that it had to be a monogamous relationship and the couple had to be married. I'm sure for some that would be no problem. But consider that the couple splits or divorces, hows it work then. What if the male knocks up another woman or a few women, does it start over or is he still only able to have the 3 he already had. I do however think that if you already have enough children you cannot take care of or have been taken away like by DCFS
If they would make a rule like this, we might as well go back to the 1800's where my daddy got paid a cow or two for me to marry a farmer boy in town. lol

M$I think you're confusing the issues. I think you're confusing parenting with the number of children you can have (although they overlap).
You have to have a license to drive a car... but you can buy as many cars as you'd like... to your financial ruin (hence, some of the financial issues we have right now in the housing market).
I agree with what you're saying though. Good parenting is not emphasized and, in my opinion, there are too many pregnancies that are for other reasons than for having and raising good humans.

One of the Super Bowl players (forget which) was youngest of 14 kids. They were spread out over a lot of years, so he's got nephews older than himself!
As this shows, whether the kids can thrive depends on the circumstances. First marriage, second, third? How old are the other kids? How much money do the parents have? How much support do they have from family?
It would be absurd to make rules about how many kids people can have.
What are you going to do if they break them? Send them to jail? Forcibly sterilise people when they reach the limit?
Are you going to ban people on low incomes having kids, but let billionaires have as many as they want?
It's not a big social problem.
If you really want to help kids, there are a lot more pressing issues than that.
