Notice that all of the miners down in Chile have to be in teh hospital for at least two weeks before they go back home. During that time, there will be psychologists checking them out with separation issues, and some of the common side effects from not being able to be outside.
If you notice, most states require prisoners in the prison system at least an hour outside each day. This, again, is due to the number of psychological, and psychosymatic issues that a lack of outside exposure can cause. Mine you I think you're right from a safety point of view. Very few areas are tectonically stable. Even Australia, which is an old and considered stable continent, has earthquakes which could cause a cave-in....yikes!
