Should Robert Butler's father be penalized for allowing his son to have access to his gun or has he suffered enough?

Interesting question... each state has their own collection of gun legislation. In general, it is illegal for a minor to use a firearm unless under immediate supervision of an adult, but I'm not sure if many states go as far as to legislate what specific precautions should be used to keep minors from guns. If Butler's father could be shown to be negligent with his gun, then they might be able to charge him with involuntary manslaughter or wrongful death, but negligence can be hard to prove sometimes.

I think it will likely depend on the family of the slain Vice Principal - Ms Kaspar. They may feel that enough damage has been done, or desire to gain some closure by pursing Butler's father... either way, it's a sad situation.
