I've only had one dog that I dressed for Halloween. He was a black lab and his name was Bear. He was the most comic animal I have ever met.
I found a black skeleton suit and put it on him one year and it blended in perfectly. I took him trick or treating with a group of kids and when they would yell 'Trick or Treat!', bear would also howl. It was a hoot, and he was an instant hit!
The second time he went trick or treating, I found a kid sized pink tutu and stuck it around his hips. His name that year was 'Pavlova's Dog'... get it? (Pavlov... Pavlova?) He had fun peeing on that tutu before the night was through.
Anyway... both times he kept his machismo intact and made a whole bunch of people laugh. I'm sure he was a reincarnated clown. So to answer you question... I think it would depend on the dog.

M$They were extremely fond of each other. They would walk side by side, like they were joined at the hip.
So my husband got the brilliant idea to paint a sturdy giftwrap cardboard core white and fasten it to their halters (we used halters instead of collars to avoid wearing down the fur on their necks; plus they're pretty strong willed).
They looked just exactly like a giant, walking Q-Tip! It was hilarious. We took our 2-year-old son around the neighborhood (he was Tigger) along with our "Q-Tip" and got all kinds of comments from other trick-or-treaters. The pups loved the attention!

M$I have never had a pet complain to me that its owner dressed it up for a holiday.
In my opinion, if you have a well trained dog, you should both dress it up and take it around the neighborhood begging. Say, for a good charity like UNICEF, and/or some treats.
