Should people be given jaywalking tickets for walking while speaking on a cell phone?

Statistics and studies are adding up about this new phenomenon. People really do get distracted, they really do not notice stuff, and they really do get hurt. That winds up on the nation's health care bill. Jaywalking tickets might discourage, although not prevent, cell phone use.

Please include a source or two, some reasoning, and an illustration with your answer if you are looking for best.

Actually, there are lots and lots of distractions when on the road, and cellphones are just one type of them. Especially billboards are WAY more distracting than cellphones.

Problem is, (regional) governments earn money by allowing and renting out billboards next to roads, and therefore have little reason to try and discourage them.

RoSPA, the Royal Society for the Prevention of Accidents in the United Kingdom stated about them:
"Whenever these appear we have received complaints. It happened with the Wonderbra ads and it also happened with some of the billboards advertising lapdancing clubs. As drivers people have to be aware. We all find different things attractive, some people would stare at an advert of a car or something else."

Problem is, these billboards are especially DESIGNED to distract people, whether they are taking part inf traffic or not.
So, instead of prohibiting cellphones, I would suggest tackling these billboards first (even though I enjoy them very much myself!)

Billboards can distract but mainly drivers and they only distract for a moment. People go around distracted by cell phones for long periods. Some people seem to be always on the phone.
Nice billboard. I'm a big bicycling fan.
