Should Paris Hilton be arrested for disturbing the peace?

Apparently, Paris' neighbors complain to the cops about her being noisy and raucous all the time, and the police have vowed to make some arrests or issue some fines the next time they have to go down there.

What do you think? Is Paris enough of a drain on the police department that they should do something about it? Or is it wrong to arrest people just for being loud and irritating in their own home?

Seems hard to believe that the cops could excuse arresting someone just for being loud. The TMZ article seems to indicate that it's usually just noise complaints about loud parties. While annoying to neighbors, I'm not sure throwing loud parties should actually be against the law. This is probably just a good reason not to live close to Paris Hilton.

On the other hand, the article does mention that there is "fighting" outside the house, which may cross the line. But I can't imagine that it's actually PARIS doing the fighting as opposed to drunk idiots she invites over. Which, again, sucks but should not be against the law.

excessive noise is a form of pollution and has its regulated limits(these vary from locations some call it a nuisance others an environmental issue or a felony)

Most city ordinances prohibit sound above a threshold intensity from trespassing over property line at night, typically between 10 p.m. and 6 a.m., and during the day restricts it to a higher sound level however, enforcement is uneven. Many municipalities do not follow up on complaints. Even where a municipality has an enforcement office, it may only be willing to issue warnings, since taking offenders to court is expensive.

The notable exception to this rule is the City of Portland Oregon which has instituted an aggressive protection for its citizens with fines reaching as high at $5000 per infraction, with the ability to cite a responsible noise violator multiple times in a single day

Looks like 23 days in lock up weren't enough for Paris Hilton. She described it as a traumatic experience, but it must've not been traumatic enough.
I don't think she should be arrested for disturbing the peace, because I'm sure it's not just her causing the noise. Probably her Hollywood friends that drank too much. If after several warnings things don't get better, maybe the neighbors should petition to have Paris move out of their neighborhood. Some hefty fines might help also.
