Should I call Animal Control on a person who has a pet rat with wings? It appears to me to be a bat. Bats carry rabies and belong in the w
ild. The woman who has the animal baby sits a three year old child. The woman insists that the animal is a "rat with wings." It looks like a bat to me. I am concerned for the safety of the child.

It is legal to have a pet bat. Hence, Animal control won't be of any use. Since, you are concerned about the kid hence, you can call child safety or kid abuse society. But before doing that you shall first check whether the kid loves the bat. As far as carrying rabies is no concern because pet bats are given medicine.
