Should Google pull out from all countries that request user data and censorship to stick to its “Don't be evil” principle ?

Now that Google has indirectly admitted that China is not the only country that has requested user data and censorship. Should Google stick to its “Don’t be evil” principle and pull out from these countries ?

Top countries requesting user data:
Brazil: 3663 times
US: 3580 times
UK: 1166 times

Top countries requesting censorship:
Brazil: 291 times
Germany: 188 times
India: 142 times
US: 123 times
