Not at this time, nor for this reason. The focus of tax cuts for the last decade has been on corporations and wealthy individuals. Tax cuts rarely make the difference in firing personnel. That decision is a function of business expectations and costs. Taxes play a portion of that outlook, but are not such a large portion (or shouldn't be) that they would tip the balance.
Layoffs would be better prevented by availability of work where business can make money. Investment in national infrastructure, for instance, will create contracts with construction companies, causing jobs, etc.
As a general rule, look for ways that something tangible is being created or purchased as real economic stimulus

Will Obama's $310 billion in proposed tax cuts create 3-4 million jobs?

No, I don't think a 30% corporate tax cut would be much of a stimulus, and I don't think tax cuts create jobs. Or maybe to be more precise, I think that is the least possible nudge toward hiring.
I don't think Obama's tax cuts will create jobs, but it will take some burden off individuals and families. I'm not sure how much will go to business in the end, or under what conditions, but I'm still on the side of using tax dollars to build things. That employs people, and there's the process that can start recovery.

You seem to be saying that tax cuts are rarely a cure for the economy. If corporations received a 30% cut will the economy race forward?

Since taxes are assessed against the population to raise revenue for government (presumably for the "common good"), then a corporation ought to be given tax cuts if some part of their operations similarly benefits society.

For example, S.C. Johnson and other companies are working on using alternative energy (e.g. solar power on-site) which takes some strain off local utility companies and enables them to provide power more effectively to other customers. For that I've give them a tax break.
