Well, first of all, even if you unlock a Nokia phone, you can't use it on any network. For example, Verizon and AT&T have different network architectures, so one phone cannot work on both networks. AT&T has the GSM network, and Verizon used CDMA.

Having said that, there are places where you can buy unlocked phones, but I can't say I'd recommend any of them. From what I understand, if you get an unlocked phone from an unauthorized dealer, you won't get a warranty. Just an FYI and a disclaimer.
