What stores sell blue jeans that are above the hip for girls?

JC Penny sells jeans that go above the hip. While there are a lot more "hip huggers" out there in every JC Penny store I have gone to there is always a section in the corner with St. John's Bay jeans and they come in all different sizes and length (petit, average, long). They also come in hip sizes (hip huggers, on the hip and high rise).

Many stores have jeans that sit above the hips, and they will typically be referred to as high-rise or high-waisted.

It would depend on what you are talking about when you say 'girls'. Most teenage girls would likely fit in the women's sizes. In that case I would go with Old Navy. Most of their stores have the following three styles:

Diva - Low Rise
Flirt - Mid Rise
Sweetheart - Classic Rise

If you meant little girls, Old Navy has the following styles:
The Darling - Low Rise
The Girlfriend - Mid Rise

Mid Rise is described as 'just below the waist' and the Classic Rise is 'at the waist'.
