Are you looking to hold just the laptop, or a couple accessories, or a whole bunch of other stuff?
If you want to hold a whole bunch of other stuff along with the laptop, check out the bag of holding at thinkgeek. I recently got one, and while it's not as sleek as a neoprene shell, it has absolutely tremendous capacity and doesn't look bad:

It could seriously fit 5 laptops (17" + 3 or 4 15" + a netbook), and it isn't much larger than the average laptop bag due to multiple expanding pockets. I can fit this:

Crumpler also has small bags that go well beyond the neoprene shells - they look better and hold a bit of extra stuff, too.
Lastly, you don't need to spend a lot of money to get a decent bag. Kensington has mid-sized offerings for $35-40 or so, and they do a very nice job for the price:

While my other suggestions are better bags, if money is tight, there's no reason to spend $75+ on a laptop bag.

InCase makes an across-the-shoulder sling pack that I use for my MacBook Pro. I love it and it has more storage for stuff (papers, adapters, headphones, pens, etc) than you can imagine. $80 makes it a winner. http://www.goincase.com/products/detail/nylon-sling-pack-cl55026

I like my backpack from Duluth Trading Company. It doesn't scream "Steal me! Expensive laptop inside!" It's made for field engineers; has pockets for everything; the laptop is in a suspended case inside so if you drop the backpack it doesn't hit the floor. This one is very similar to mine.
