Use a shoe stretcher (this is what it looks like
http://www.canemart.com/pics/101-001_shoe_stretcher_two_way.jpg ; you'd be able to find out at Target or Walmart).

This is a device designed to stretch shoes, a wooden- or plastic- foot shape with various screws and adjustments. When you choose your shoe stretcher, you'll need to know whether you need to stretch only the width or if you need to stretch both width and length. Choose your shoe stretcher appropriately.
There are sprays you can use that will make this process more effective (these sprays are essentially alcohol so you can substitute cheap cologne); this would be available at a store with a lot of leather products like Wilson's.

Another solution is to take a ziploc bag and fill it with water and place it inside your shoes, and then freeze them overnight. The expansion of the ice will make your shoes stretch.

What has worked best for me in the past is using shoe stretching spray. I've tried other methods, and the spray has worked best for me, by far. I bought my spray at Target, but you can also buy it at many other places...even Amazon! This brand is only $3.95 at Amazon with good reviews:

You may also want to consider buying a shoe stretcher, as seen here:

Another quick-fix that I've used in the past is a ziplock baggie filled with water. I just stuffed it into my shoe (being extra sure it was sealed tightly), and then I stuck it in a freezer. As it froze, it stretched the shoe and made it much more comfy.

There can be many reasons why you need to have shoes stretched.
They may be new.
Your feet may be swollen... etc.
I have used a shoe stretcher before and they have worked!
Especially for my 1.5 inch heel tap shoes!
Here's a site that shows you how to use them
http://shoes.about.com/od/fitcomfort/a/shoe_stretchers.htm
There is a sliding scale of simple to luxury shoe stretchers.
I'd pick one what works best with your budget!

If you don't like that idea... there is always the shoe fitting fluoroscope!
